When the developer of First Hawaiian Tower became insolvent, First Hawaiian Bank took over day-to-day management of the completed structure. Approximately 70% of the building had not been leased; the Bank chose The Harris Company to manage the construction of tenant improvements. Pictured above is a tea shop on the ground floor. Other tenants included:

- A Big Five Accounting Firm
- Hawaii Pacific University
- An Internet Service Provider
- A delicatessen
- A Laboratory for the Veterans Administration
